Haddam Business Owner Charged In Workers' Compensation Case, Prosecutors Say

A worker for the company was involved in a serious accident while operating heavy machinery on a worksite.

HADDAM, CT — A business owner has been charged with failing to provide workers' compensation insurance for employees, according to prosecutors.

Lou Milardo, age 58, of Haddam, is the owner of Lou Milardo Builders, LLC and J&L Milardo, LLC. He was charged with two counts of noncompliance with insurance requirements, prosecutors said.

Milardo is accused of never carrying a workers' compensation policy for Milardo Builders. J&L Milardo was doing business as Rivers Edge Tile & Carpet. That business previously carried a policy, demonstrating knowledge of the requirement, until the insurer canceled it for non-payment, according to prosecutors.

A worker for Milardo Builders was involved in a serious accident while operating heavy machinery on a worksite in August 2021. At the time, there was no workers’ compensation insurance policy that covered the employee.

The total amount of medical and indemnity payments for the injured employee that the state paid through the Second Injury Fund is $85,489.22, according to prosecutors. The Second Injury Fund provides benefits to employees who were injured where the employer failed to cover wage replacement and medical expenses.

Milardo was released on $10,000 surety bond and will appear in Middletown Superior Court on Jan. 20.
