Fight Against Heroin Epidemic Continues in SE Connecticut
Two Norwich men were arrested by a task force comprised of police from southeastern Connecticut, formed to combat the heroin epidemic.

Two arrests were made by detectives and officers from The Regional Community Enhancement Task Force, in an effort to help combat the heroin epidemic in the area and to improve the quality of life of citizens, according to the Town of Groton Police Department’s Tuesday, Feb. 9, Facebook post.
Vaughn R. Malloy, 34, of 45 Cliff Street Norwich, was charged with the following:
- Sale of Heroin
- Interfering with an Officer
He was placed under arrest after an investigation into the sale of heroin in southeastern Connecticut.

Luis G. Cotto, 30, of 23 Spring Garden Avenue Norwich, was charged with the following:
- Possession of Heroin
- Possession of Heroin With Intent to Sell
- Possession of Crack Cocaine
- Possession of Crack Cocaine With Intent to Sell
Cotto was allegedly in possession of an amount of heroin, crack cocaine, and a digital scale. He was placed under arrest after an investigation into the sale of heroin in southeastern Connecticut.
