'Dazed And Confused' Farmington Woman Flees Officers In Wethersfield, Caught In Glastonbury: State Police

The 28-year-old suspect was taken into custody this week on 13 separate charges related to a three-town police chase on Monday.

WETHERSFIELD/FARMINGTON/GLASTONBURY, CT — A "dazed and confused" Farmington woman, police said, is facing 13 separate charges after state police said she fled from officers while stopped in Wethersfield, eventually being caught in Glastonbury.

According to Connecticut State Police, the suspect has been identified as Seneca Quintton Ann Josey, 28, of Girard Avenue, Farmington.

Police said she was charged Monday, Dec. 8, with improper use of marker/license/registration plate, speeding, reckless driving, engaging police in pursuit, failure to drive in the proper lane, improper parking on a highway, failure to obey a stop sign, operating a motor vehicle without a license, illegal operation of a motor vehicle without tint inspection, use of drug paraphernalia, larceny of a motor vehicle, interfering with a police officer/resisting arrest, and second-degree reckless endangerment.

Josey, police said, was being held on $250,000 bond and appeared in New Britain Superior Court on Tuesday, where her case was continued to Dec. 22.

According to state police, on Monday, Dec. 8, at approximately 1:40 a.m., a trooper patrolling Interstate 91 South near the Exit 26 off-ramp in Wethersfield observed a red Honda Civic parked on the right shoulder and partially blocking the travel lane.

Police said the vehicle was running, and a woman was seen slumped over the wheel.

"After deploying stop sticks as a precaution, the trooper approached the vehicle and found the driver to be dazed and confused," wrote Connecticut State Police in a release issued Wednesday, Dec. 10.

When instructed to place the vehicle in park and step out, Josey, instead, put the vehicle in drive and fled, striking the stop sticks, police wrote.

According to police, she initiated a pursuit through Wethersfield, Route 3, and Glastonbury, during which she repeatedly failed to stop at traffic signals, crossed into oncoming lanes, and reached speeds up to 75 mph.

"The pursuit was terminated for safety reasons, and multiple agencies began searching the area," wrote state police

State police said Glastonbury police later located the vehicle, which fled again after striking a police cruiser.

At approximately 3:07 a.m., Troop H received a report of the vehicle parked on UConn Avenue in Glastonbury, state police said.

"Troopers located the same woman asleep in the back seat, and when awakened, she attempted to climb into the driver’s seat but was safely taken into custody," wrote police.

During the investigation, troopers observed numerous needles and multiple registration plates inside the vehicle, state police said.

A records check revealed the Honda Civic had been reported stolen out of Simsbury on Nov. 23, police said.

The driver, identified as Josey, was transported to Troop H, where she was processed on numerous charges and held on a $250,000 bond.
