Former Wiltonian and CFO Sentenced for Defrauding Hospitals of $200,000

William Roe sold Danbury Hospital and an Ohio hospital equipment that never appeared; he had been CFO of both hospitals.

A former Chief Financial Officer (CFO) of Danbury Hospital was sentenced to 33 months in prison and three years of supervised release for defrauding Danbury Hospital and a hospital in Ohio of about $200,000, according to a press release sent today from the United States Attorney for the District of Connecticut’s office.

The release states that a federal judge convicted William Roe, 55, who lives in Archibald, Pennsylvania and has also been a resident of Wilton, of billing the two hospitals for “software and devices that were never provided.” Roe used a company of his own creation, Cycle Software Solutions, to charge the hospitals in July of 2008, continuing to do so for nearly two years, the release states.

Roe was CFO of Danbury Hospital from 2009-2010, and CFO of St. Rita’s Hospital in Lima, Ohio, from 2006-2009.

Using Cycle Software Solutions, Roe defrauded Danbury Hospital of $95,000 and St. Rita’s Hospital of $75,000, the release says. Roe has been ordered to pay $75,000 to St. Rita’s Hospital and $141,166 to Danbury Hospital; this latter number includes another $46,166 that Roe had been given by mistake from Danbury Hospital. Roe had attempted to bill Danbury Hospital another $25,000 but the payment was halted, the release states. 

The FBI arrested Roe on August 17 2010 after a criminal complaint concerning the defrauding and after subsequent investigation into the alleged activity, the release says. Roe was released on bond in September of 2010 but was re-arrested in March 2011 after it was determined that Roe had violated his parole by using the internet, which he had been barred to access as per his bond regulations, to send an email to his probation officer, the report states. In January of this year, Roe pleaded guilty to one count of wire fraud in this defrauding scheme.

The Danbury News Times reports that Roe was also arrested in Archibald in August 2010 under charges of “witness tampering, obstruction of justice and second-degree harassment.”

United States District Judge Vanessa L. Bryant presided over the case.
