2 Men Face Charges in Separate Motor Vehicle And Home Improvement Cases: Wilton PD

Wilton police say two men face charges in unrelated cases involving an abandoned boat and a home improvement payment dispute.

WILTON, CT — Two men are facing charges in unrelated cases involving an abandoned boat and trailer on a roadside and an unpaid home improvement contract, according to reportes released by the Wilton Police Department.

Wilton Man Charged After Abandoned Boat, Trailer Found on Chestnut Hill Road

Police said a boat and trailer with a scratched vehicle identification number were discovered abandoned on Chestnut Hill Road near the Norwalk town line on Oct. 26. Following an investigation, officers determined the equipment was tied to 78-year-old Francis Napolitano of Wilton.

Napolitano later came to the Wilton Police Department on Dec. 3, where he was processed on charges that include operating an unregistered motor vehicle, altering a motor vehicle identification number, abandoning a motor vehicle, illegal abandonment of a vessel, altering a boat registration or identification number, illegal dumping of bulky or hazardous waste, and first-degree criminal mischief.

Police said Napolitano posted 7 percent of a $5,000 bond and is scheduled to appear in Stamford Superior Court on Dec. 15.

Redding Man Processed on Home Improvement Violation at Stamford Court

Police also reported that on Dec. 3, with assistance from state marshals, 60-year-old Joseph Domenic Esposito of Redding was transported to Stamford Superior Court, where he was processed by Wilton officers on behalf of the state Department of Consumer Protection.

According to the information summary and the warrant, Esposito agreed to perform work for a Wilton homeowner and accepted a partial payment in March 2024. Police said he did not begin the work within 30 days and did not return the payment after the homeowner requested a refund.

Esposito faces a charge of violating laws regarding failing to refund a payment for home improvement work within 10 days of a written request. Bail was set at $15,000. He was released to judicial marshals for arraignment the same day.
