Manslaughter Charge Filed In 2024 Windsor Fatal Motorcycle Crash
The driver of a motorcycle involved in an August 2024 fatal crash in Windsor is facing a manslaughter charge after his arrest Wednesday.

WINDSOR, CT — The driver of a motorcycle involved in an August 2024 fatal highway crash in Windsor is facing a manslaughter charge after his arrest Wednesday, state police said.
At 5:15 a.m. Wednesday, 33-year-old Randy Carrero surrendered at the state police Troop H barracks on an active warrant.
The crash took place on the I-91 southbound Exit 35A off-ramp, according to a warrant. Carrero was charged with:

- First-degree manslaughter
- First-degree reckless endangerment
- Reckless driving
- Speeding
- Failure to maintain the proper lane
Carrero was held on a $500,000 bond and was to be arraigned in Hartford Superior Court Wednesday.
According to a warrant, at 5:05 p.m. last Aug. 31, state police received several 911 calls about a serious motorcycle crash on the ramp. When troopers arrived, they located a Yamaha sport bike on its side and Carrero and 20-year-old Valerie Eaton Lying in the right and left shoulders, respectively, according to a warrant.

At 5:15 p.m., Eaton, a passenger on the motorcycle, was pronounced dead at the scene, according to a warrant.
Witnesses said Carrero was passing vehicles on the shoulder at a high rate of speed — perhaps 100 mph — before he lost control of the bike on a right-hand curve and eventually tipped over and slammed into a guardrail, according to a warrant.
An accident reconstruction team said the Yamaha was traveling between 87.01 mph and 88.95 mph before it "capsized" while hitting the guardrail, according to a warrant. Carrero was immediately thrown from the Yamaha and Eaton was holding onto the bike as it crashed, but eventually was thrown from it, according to a warrant.
Investigators said that, in addition to speed, the cause of the crash "was that the operator of the Yamaha YZF600R, Carrero, failed to drive within the confines of the established and clearly delineated travel lane of the Exit 35A off-ramp from Interstate 91 south," according to a warrant.
