Hartford Man Guilty In Connection With Fatal 2023 Shooting: State
The crime happened in August 2023 outside a Hartford gas station.

HARTFORD, CT — A Hartford man was convicted Monday for his role in the shooting death of a 24-year-old Hartford man back in 2023.
Sharmese L. Walcott, Hartford State’s Attorney, said Tuesday a Superior Court jury Dec. 15 found Chan Williams-Bey, 30, of Hartford, guilty of first-degree manslaughter, first-degree assault, and first-degree violation of conditions of release.
According to evidence introduced at the trial, on Aug. 6, 2023, officers from the Hartford Police Department responded to the Sunoco Gas Station on Wethersfield Avenue after having received a ShotSpotter alert and multiple 911 calls notifying them someone had been shot.

Upon arrival, Walcott said, police found Jordan Phipps, 24, of Hartford, suffering from a gunshot wound, and he was pronounced deceased at the scene.
She said a second victim arrived at Hartford Hospital with a gunshot wound to the leg.

When interviewed, the surviving victim reported what happened and identified Williams-Bey as the shooter, Walcott said.
Upon further investigation, police were able to confirm the surviving victim’s account with security cameras as well as the surveillance video from the gas station, which showed the defendant arriving at the gas station in a red Dodge Charger.
Williams-Bey then exited the vehicle and approached the convenience store, where he stopped and had a discussion with the victims who were sitting next to the building, Walcott said.
"The defendant then pulled out a firearm and proceeded to shoot both victims before fleeing the scene," wrote authorities in a release.
Sentencing is scheduled for Feb. 11, 2026, in Hartford Superior Court.
