A spending plan for the upcoming fiscal year was schedule to be adopted and approved at Windsor Locks' annual budget meeting Monday, but the efforts of hundreds of residents halted the budget's passing.
According to Town Clerk Bill Hamel, the town was presented with a petition bearing enough signatures to require a town-wide vote for budget approval.
Hamel said 200 signatures were required to force a referendum. 207 signatures were verified, but there were many more, Hamel added.
The budget presented by the finance committee represented a 5.23 percent increase over the current fiscal year. The increase created a 1.25 bump in the mill rate.
The referendum has been set for June 4. Polling places, the town hall and Windsor Locks High School, will be open from noon until 8 p.m.
