Candidate running for Town Clerk

Hello Neighbor -

My name is Scott Nolan and I am running as the incumbent candidate this Tuesday, November 2nd for Town Clerk here in Windsor Locks!

I am a native of Windsor Locks and have been serving my hometown since the days I was in High School where I actively supported my peers serving as class president. After high school, I went on to earn a Bachelor of Art’s Degree in Political Science from Eastern Connecticut State University and then a Master of Science degree from Central Connecticut State University.

Currently, I am serving as the Town Clerk after having been unanimously appointed by the Windsor Locks Board of Selectman in August of 2020, after our longtime Town Clerk and friend, Bill Hamel retired after nearly 30 years of public service to Windsor Locks.

The Windsor Locks Town Clerk’s office is about people NOT politics and it is charged with being the central hub and resource center of our Town. In the Town Clerk’s Office, I serve our residents in a variety of ways, by helping them to obtain vital records, property deeds, notarization of documents, and assisting with dog license registration.

Previously, I served as the Assistant Town Clerk and have experience with Vital records including, issuing Birth, Marriage, and Death certificates. I am also well on my way to becoming certified by the Connecticut Town Clerk’s Association in the area of recording land records, such as property deeds & mortgages.

Since becoming Town Clerk, I have:

  • Implemented new technology and updated the Town Clerk’s webpage to modernize the Clerk’s office.
  • Made all land records dating back to 1987 available in an electronic format, making searching our land records simple!
  • During this past November 2020 Presidential election, I was quick to implement new technologies to help streamline the absentee ballot approval process, making our election more efficient and secure. The Clerk’s office set a record high for absentee ballot requests issuing nearly 3,500 absentee ballots due to the ongoing COVID-19 pandemic.

I am asking for your support this Tuesday, November 2nd so I can continue to carry on the tradition of doing the people’s work in the Town Clerk’s office.
