Windsor Locks High School will host an annual public hearing on the board of finance's proposed budget for the upcoming fiscal year. The board has proposed a mill rate increase of 1.27 mills, setting the rate at which property will be taxed at 25.54 mills. The board has proposed a $47.1 million financial plan for fiscal year 2014 — a 5.4-percent increase over last year's budget. The percentage represents an increase of $2.5 million. The public hearing will begin at 7 p.m. in the high school's auditorium.
