Here are the top stories in Miami today:

1. Driver's license services have returned to the Stephen P. Clark Center and will resume May 19. An appointment is needed and a limited number of openings are available from 10 a.m. to 1:45 p.m. until filled. (Miami Patch)

2. Miami-Dade police have released surveillance video of a shooting that killed a 17-year-old boy last week in northwest Miami-Dade. The video shows someone, who they identified as 15-year-old Tavares Williams, pointing a gun at Cairi McNear. (WPLG Local 10)

3. Work has begun on a major mixed-use development that is bringing new apartments, office space and commercial uses. The development is composed of three buildings: Flagler Oasis Residences, which is currently under construction, Flagler Residential Tower and Flagler Professional Building. (Miami Today)

4. Miami Commissioners voted 3-2 Thursday to approve a certificate of use for the first medical marijuana dispensary in Miami, six years after Floridians voted to legalize cannabis for medical uses. There are currently more than 425 dispensaries throughout Florida, but none in Miami. (NBC Miami)

5. A 7-story parking garage in downtown Miami is set for total demolition, according to a permit application filed with Miami’s Building Department. The garage is operated by the Miami Parking Authority. (The Next Miami)

• On Thursday, the town of Surfside commemorated the victims of the tragic building collapse by wrapping the site of the former 12-story condo building in 7-foot-tall banners listing the names of the victims and their ages. (Subscription: Miami Herald)
• May marks the start of heat season in Miami-Dade County. The city of Miami Beach is reminding residents to protect themselves. (Twitter)
