Couple Arrested After Public Sex Act Witnessed by Child

A mother called police after she and her 7-year-old daughter saw a woman performing a sex act on a man on a scooter outside the H&R Block at 6909 Congress St. in New Port Richey on Tuesday.

When officers arrived, they found Franklin Rowland and Dawn Strait, of 6939 Hills Dr., New Port Richey.

Rowland, 46, had only a hat covering his lap, according to New Port Richey Police reports. He was made to clothe himself.

Strait told officers she performed the act because she was upset that Rowland was going away soon, according to the reports.

When asked why she did it in public, she told officers she didn’t know.

Strait and Rowland were booked into Land O’ Lakes Jail, and each faces a charge of lewd or lascivious conduct.
