Woman Passed Out With 2 Toddlers In Car: Deputies

A 30-year-old woman faces child neglect charges after she was found passed out in a parked car with two kids in the back.

NEW PORT RICHEY, FL — A woman found passed out inside a car that was parked along State Road 52 Thursday morning faces child neglect charges after Pasco County deputies took a look in the back seat.

According to an arrest report, Heather Faye Napier, 30, of Zephyrhills passed out in a car parked in the 12800 block of State Road 52 in the Moon Lake area early Thursday morning. When deputies checked on the vehicle, they found that Napier “had apparently defecated herself and vomited on herself,” the arrest report said. In the backseat, deputies found two children, ages 2 and 3, in diapers so soiled they had begun “running down their pants and in their shirts,” the arrest report noted.

When a deputy attempted to change the children’s diapers, the report said, “severe rashes” were observed. The children also told deputies “they were very hungry and had not eaten in a long time.”

The report noted that no car seats were inside the vehicle. Deputies estimate Napier and the children had been in the parked car for about three hours, the report said.

Napier was booked into the Pasco County Jail on a child neglect charge. The sheriff’s office has not said whether the children belong to Napier or where they were taken after her arrest.
