Report: School District Fixing 'Material Weaknesses'

The state gives the district an "unqualified" audit for the 2012 financial year.

The GeorgiaΒ Department of Audits and Accounts released its report Tuesday on 2012Β financial statements of the DeKalb County School DistrictΒ with an β€œunqualified opinion,” indicating the information provided is a β€œreasonable representation” of the financial records of the District.

The audit of finances for July 1, 2011 through June 30, 2012 identified three β€œmaterial weaknesses” that required district action:

1. Budget preparation.Β 
The audit directed the elimination of the deficit fund balance and directed adoption of a balanced budget.Β 


2. Inadequate accounting procedures.Β 
The audit requested better internal controls.Β 


3. Inadequate internal controls.Β 
The audit revealed weaknesses in internal controls related to a federal education technology grant.Β

"The FY 2012 Audit findings are accurate and sobering. Many of the documented deficiencies have already been corrected,” said Superintendent Michael Thurmond. "We are working diligently to restore integrity and accountability to our fiscal operations and managerial oversight."Β 

Dr. Melvin Johnson, Board Chair stated, β€œThe DeKalb Board of Education, Superintendent, employees, parents, teachers, students and other stakeholders are working tirelessly to restore fiscal integrity to the school system.” He added, β€œWe have made significant progress but much more needs to be done and together we will be successful.”
