Fulton County Names 3 New Department Heads

All three leaders were appointed from within the county government.

FULTON COUNTY, GA — Fulton County Manager Dick Anderson has appointed new leaders for three departments. Ladisa Onyiliogwu will serve as Director of Senior Services while Nicole Keaton-Hart has been named Chief Information Officer and Joseph Davis is the new Director of Real Estate and Asset Management. Each department head was promoted from within the county government.

“These three leaders have already invested their talent for the benefit of Fulton County residents,” said County Manager Dick Anderson. “We are excited to see them succeed in their new roles.”

With more than two decades of work in Fulton County government, Ladisa Onyiliogwu "brings an ability to transform concepts into a reality while leading positive, cultural changes within organizations," the county said.

Prior to this role, she served as deputy director for the Department of Senior Services, which operates four senior multipurpose facilities, 15 neighborhood senior centers, 4 adult day health
programs, home delivered meals, in home services, mobility options and case management.

In her new role as director, Onyiliogwu will lead more than 130 employees, manage a $22.6 million budget, and employ internal systems that will ensure the organizational and performance health of the agency. She is a graduate of Clark Atlanta University, a certified public manager and Six Sigma Green Belt.

Nicole Keaton-Hart has served as Fulton County Government’s deputy chief information officer
since 2017. In that capacity she has provided leadership focusing on Information Security Strategy and Program Development. Keaton-Hart has played a key leadership role in Fulton County’s efforts to work on a new county website and initiatives to address cybersecurity issues. In her role, she has also coordinated the county's efforts to prepare for system security ahead of Super Bowl LXIII.

Before coming to Fulton County, Nicole Keaton-Hart served as a senior vice president for
Technology Risk and Compliance with SunTrust Bank. She holds a master's degree in information systems from Georgia State University’s J. Mack Robinson College of Business and a bachelor's degree in information systems from Kennesaw State University.

Joseph Davis has served in multiple facilities management capacities with Fulton County since 2000. Most recently, he worked as administrator of Buildings & Grounds and then deputy director of the department. In those capacities, Davis managed comprehensive facility operations for a real estate portfolio totaling more than 5 million square feet.

He now staffs and directs a group of professionals who manage the real estate portfolio, including the administrator of building construction, HVAC, central/greater Fulton service areas, grounds/pest control building maintenance managers, material management manager, and building services supervisors.

The Department of Real Estate and Asset Management oversees construction, maintenance, repair, replacement and disposal of all real estate, including buildings, landscaping and grounds, and solid waste. Davis attended Emory University and holds multiple professional certifications from the Building Owners and Managers Institute.

In Fulton County’s recently updated organizational structure, Onyiliogwu will report to Deputy Chief Operating Officer for Health & Human Services Pamela Roshell, while Keaton-Hart and Davis will report to Deputy Chief Operating Officer for Infrastructure Ellis Kirby.
