5th Person Sentenced In Massive GA Human Trafficking, Gang Case

At least eight people were accused of trafficking four women and a girl in efforts to further criminal behavior in several GA counties.

GWINNETT COUNTY, GA — A fifth defendant who pled guilty to human trafficking and gang charges has been sentenced, Georgia Attorney General Chris Carr announced Monday.

Carr said Hilton Dobbins Jr., 35, of Atlanta, on March 19 pled guilty to human trafficking, racketeering and gang charges in Gwinnett County. He was sentenced to 20 years, 10 of which will be served in prison and the remainder on probation, Carr said.

Dobbins was one of nine defendants in a widespread case that included kidnapping, Carr previously announced. The group, accused of being LOTTO gang members, was indicted on Feb. 8, 2023.

The arrestees were from Gwinnett, DeKalb, Fulton and Monroe counties. The past indictment included 41 criminal acts Carr said occurred between October 2021 and July 2022.

Carr said LOTTO, which stands for Last One to Take Over, is a hybrid criminal street gang with origins in the Gangster Disciples and Crips national gangs. He said LOTTO is also known as the 30 percent gang.

The investigation into LOTTO began on May 19, 2022 when Gwinnett County Police responded to a shooting, which Carr said involved defendants Sean Harvey and Sean Curry.

Dobbins and the others were accused of trafficking four women and a girl in efforts to further criminal behavior. They were also accused of trying to recruit people to join LOTTO.

Carr accused the group of illegally acquiring money, weapons and property though racketeering.

“By combining the strengths of our Human Trafficking and Gang Prosecution Units, we continue to disrupt and dismantle the criminal street gangs that are targeting our children and terrorizing our communities,” Carr said in a news release. “Keeping Georgians safe is our top priority, and we’re proud to work alongside our law enforcement partners to combat violent crime in every corner of our state.”

The cases against the remaining defendants are ongoing, he said.
