Updated: Tri-Cities DUI Arrests, Dec. 16

Editor's note: The first DUI report below was updated Sunday afternoon to include more information about the crash and use of another person's vehicle.

BATAVIA

Dec. 1: A 20-year-old man was cited for driving under the influence of alcohol after he used a woman's car without her permission and hit a tree on Batavia's west side, according to police reports.

Ryan M. Kitowski, 20, of the 1300 block of 9th Street, Harvard, Ill., was cited for the following:

• DUI: Alcohol
• No valid driver's license
• Failure to reduce speed to avoid an accident

The incident took place at 10:39 p.m. on the 400 block of Elm Street.

Crash Narrative

The driver of a black 2003 Volkswagen Jetta, later identified by police as Kitowski, was traveling northbound on Jefferson Street south of Elm Street at a high rate of speed, according to a crash report.

Kitowski lost control of the vehicle and skidded northeast across the Jefferson-Elm intersection. The Jetta struck an elevated portion of a sidewalk and a tree on a parkway on the 400 block of Elm Street before coming to a rest facing southeast, the report said. Airbags were deployed.

According to the crash report, Kitowski admitted to the responding police officers that he:

• Was intoxicated
• Did not have a valid Illinois driver's license
• Lost control of the vehicle at Jefferson and Elm streets
• Hit a tree

Kitowski also stated that he didn't have permission from the Jetta's owner, who lives on Walnut Street, to operate her vehicle. The owner completed and signed a written statement indicating that Kitowski did not have permission to drive the vehicle.

The crash caused damage to a sidewalk, lawn and tree on the 400 block of Elm Street. There was over $1,500 of damage to any one person's vehicle or property, according to the crash report.

The Jetta sustained front-end damage and had to be towed, the report said.

Sobriety Tests and Breathalyzer

Standardized field sobriety tests were administered to Kitowski. He failed the following tests:

• Horizontal gaze nystagmus
• Walk and turn
• One-leg stand

A PBT test was given, and Kitowski provided a breath sample recording a 0.083 BrAC. He was cited for driving under the influence. Kitowski later provided a breath sample using the Geneva Police Department's breathalyzer machine. He recorded a 0.061 BrAC.

Cash and Court Appearance

Kitowski posted $300 cash bond. He was also issued a complaint for illegal consumption of alcohol under 21 years of age, according to a police report. He was given a notice to appear in court on Jan. 16, 2013.

GENEVA

Dec. 8: Geneva police arrested Kenneth Allison, 31, of Troy, NY, on charges of driving under the influence of alcohol and driving without lights when required around 12:17 a.m. at the intersection of Bricher and Randall roads, reports said. Allison also was given a warning notice for illegal transportation of liquor. He has a court date of Jan. 2 at the Kane County Judicial Center, 37W777 Route 38, St. Charles.

ST. CHARLES

Dec. 7: Erica Leigh Wolny, 40, of the 3000 block of Marion Street, Elgin, was charged at 1:30 a.m. at 1625 W. Main St. with driving under the influence of alcohol, speeding and improper lane use. She posted her driver’s license and a personal recognizance bond and was released pending a court appearance.
