State Street Now Down To 1 Lane In Each Direction: Utility Relocation Update

Several utility companies are relocating their underground infrastructure ahead of an IDOT-helmed project to rebuild East State Street.

GENEVA, IL — East State Street construction has shifted, as of Monday, from the Route 25 area closer to East Side Drive, Geneva officials said in an update about the Illinois Department of Transportation's project to rebuild Route 38.

A requirement for the multi-year project to begin is for several utility companies — Verizon, AT&T, Comcast, Nicor Gas and Metronet — to relocate their underground infrastructure. After, IDOT plans to widen East State Street, enhance streetscapes, create bike lanes, upgrade traffic signals, add new lighting, and improve water main and storm drainage infrastructure.

"Ongoing utility work has been fluid, weather-dependent, and is subject to change," the city wrote in a news release.

AT&T's ongoing project will require both eastbound lanes of traffic to be closed from Harrison Street to East Side Drive, while westbound lanes will be configured into a two-way traffic pattern, according to a news release.

Nicor Gas is cleaning up its work site from Kansas to Harrison streets and will be starting a new project east of Harrison Street by the middle of the week. The traffic closure falls within AT&T's work zone, officials said.

Verizon completed the majority of its utility work from Route 25 to East Side Drive at the end of September, allowing for the westbound State Street lanes to reopen, Patch reported. The company is expected to wrap up work in the parkway near Route 25, which could require some lane closures on an as-needed basis. This portion of the utility work would close the westbound curbside lane from Glengarry to East Side drives.

As of Monday, the city continues to wait for relocation schedules from Metronet and Comcast.

The full reconstruction project is tentatively expected to start in spring 2026 and be completed in late 2027, with punch list items to be finished the following year, city officials said.
