HIGHLAND PARK, IL — The information below comes from Highland Park and Highwood police and Lake County courts as a record of those arrested by police. Being arrested does not mean a person is guilty of the charged offense. Criminal charges merely represent accusations by the state are often dropped or reduced. Everyone named below is innocent unless proven guilty beyond a reasonable doubt in a court of law. INCIDENTS
SHOPLIFTING
Someone stole three Dyson vacuums and a coffee maker from the Target, 2099 Skokie Valley Road, at some point prior to 11:15 p.m. on Jan. 30 for an estimated loss of $3,400.
STOLEN PACKAGES

- Someone stole a package from the 600 block of Homewood Avenue on Jan. 21 for a loss of about $130, police were told three days later.
- A resident in the 2400 block of St Johns Avenue reported on Feb. 2 that someone had stolen packages from outside on Jan. 18.
CAR BURGLARIES
- Someone stole a backpack and textbooks from a car parked overnight on the 1100 block of Kent Avenue for a loss of about $800, police were told on the afternoon of Jan. 28.
- Someone rummaged through two cars in the 400 block of Moraine Road on the night of Jan. 29 or morning of Jan. 30. A credit card was reported stolen.
- Someone burglarized a car parked in the 700 block of Deercreek Parkway prior to 3:30 p.m. on Feb. 2, rummaging through multiple vehicles and stealing multiple items.
COMMERCIAL BURGLARIES

- Around 2:30 p.m. on Jan. 30, police got a report of a burglary in progress at M&I Motors, 2772 Skokie Valley Road, but the owner confirmed nothing was stolen.
- Police were called to the Kia dealership at 490 Skokie Valley Road on the afternoon of Jan. 30 for a report of a stolen car, which was found in Chicago on Feb. 1.
ARRESTS/CITATIONS
Cesar Y. Torres-Martinez, 21, of the 2700 block of St Johns Avenue, Highland Park, was arrested around 2:30 a.m. on Jan. 27 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater and driving without a license following a traffic stop. He was also issued a citation for illegal transportation of an open container of alcohol by a driver.
Julio Cesar Reyes-Flores, 38, of the 500 block of Sheridan Road, Highwood, was arrested around 3:45 p.m. on Jan. 27 and charged with two counts of domestic battery and one count of interfering with a report of domestic violence after police were called to a report of an argument.
Devin A. Contreras, 27, of the 1900 block of Wesley Avenue, Evanston, was arrested around 1 p.m. on Feb. 2 after police were called to the downtown train station for a report of someone suspicious there. Officers took Contreras into custody on an active arrest warrant and additionally charged him with criminal trespassing. He is also facing pending charges in Lake County court, including a felony burglary charge in connection with the Jan. 15 theft of a check from a Highland Park real estate law firm.
Michael Sean Slomski, 38, of the 1200 block of 76th Street in Caledonia, Wisconsin, was arrested around 5 p.m. on Feb. 3 and charged in connection with a hit-and-run crash at the corner of Skokie Valley Road and Park Avenue. He was charged with leaving the scene of a vehicle damage accident and driving with a suspended or revoked license and cited for operating an uninsured motor vehicle and failure to reduce speed to avoid a crash.
