32 Joliet Employees Made Over $30,000 In OT Pay Last Year In AFSCME Local 440: Patch Exclusive
Following Mayor D'Arcy's lead, Joliet's City Council recently approved a staffing study that aims to reduce overtime costs in the future.

JOLIET, IL — A Joliet Patch public spending analysis of overtime costs at the city of Joliet found that 32 employees who are members of the AFSCME Local 440 collective bargaining group made between $30,000 and $69,800 in overtime pay last year.
In addition to those 32 city employees, another 19 union employees who are represented by AFSCME Local 440 made between $24,000 and $29,999 in overtime compensation last year.
As a result of a recent Freedom of Information Act request, Joliet Patch obtained the names, job titles, salaries and overtime expenses for about 255 Joliet employees who were members of AFSCME Local 440 last year. Patch focused on the Local 440 employees because this group of city employees has been working the entire year without a new collective bargaining agreement.

At its last meeting, the Joliet City Council voted 6-3 to spend $156,500 in taxpayer funds to hire the outside professional consulting firm Raftelis to conduct a citywide staffing study. Mayor Terry D'Arcy revealed that Joliet is spending at least $10 million annually on overtime pay, and he's very angry about that.
The mayor suggested that his city's overtime costs may mean that a number of employees are fatigued and burning themselves out. The upcoming citywide staffing study may show that Joliet needs to add more positions in certain departments, according to D'Arcy.

The $156,500 expense for the consulting study was recommended by public works director Greg Ruddy. "This study will determine the desired type, level, and quality of city services and the appropriate number of employees and contractual support necessary to provide services at the desired level," Ruddy's memo indicated.
In a Nov. 17 exclusive story, Joliet Patch revealed that a total of six AFSCME Local 440 employees exceeded $200,000 in total compensation from the city of Joliet in 2024. However, four of them received significant payouts for their retirement buyouts, which helped boost their pay above $200,000.
