Man Used Garbage Cans To Block Neighbor From Leaving Their House: Joliet Police

JOLIET, IL — For the second time this month, Joliet police have arrested Nicholson Street resident Cordairel "Cord" Whitmore, this time involving allegations he tried to block one of his neighbors from getting outside their home.
According to his arrest report, the 34-year-old Whitmore was transported to the Will County Adult Detention Facility on charges of disorderly conduct, stalking and violation of his pretrial release.
Joliet police spokesman Dwayne English said that at 8:12 p.m. Aug. 16, officers responded to an apartment in the 1200 block of Nicholson Street for a disturbance. The officers learned that Whitmore had allegedly blocked his neighbor’s apartment door with four garbage and recycling containers, preventing the neighbor from exiting their apartment.

At the time, the officers were unable to find Whitmore.
Officers had also responded earlier that evening to the same location for allegations that Whitmore was repeatedly causing disturbances with his neighbor, English said.

A short time later, Whitmore was back at his residence, according to police. Officers arrived and placed him into custody without incident. Police s determined that Whitmore was in violation of court ordered pretrial release from a past arrest, according to English.
