Cops See Man Film Up Women's Skirts at Family Carnival

Police say they approached the Joliet man after they noticed him acting suspiciously at a South Elgin carnival.

SOUTH ELGIN, IL — Police arrested a Joliet man this week who they say recorded video footage under women's skirts in the carnival area of a nearby festival event.

Charles R. Galitz, 59, of the 1300 block of Texas Avenue in Joliet, was charged Monday with three counts of unauthorized video recording and video transmission. Police say he was seen "acting suspiciously" on Sunday in the carnival area of RiverFest Express in South Elgin, according to a news release from the South Elgin Police Department.

RiverFest Express is an "exciting family carnival" with plenty of activities for kids.

When officers approached Galitz, they found him concealing an audio and video recording device.

“It is alleged Galitz was using the device to surreptitiously video under the skirts of adult women to obtain images of their undergarments without their knowledge,” the news release said.

Galitz is due in Elgin Branch Court at 9 a.m. on Sept. 12.
