Argo Board To Mop Up Violation Of Open Meetings Law
The board secretly decided to put the superintendent on leave. But it was required to take the action publicly.
SUMMIT, IL – The board for Argo Community High School is poised to mop up its violation of the state's open meetings law.
At a meeting Wednesday night, the board is slated to vote on whether to put Superintendent William Toulios on leave during an investigation into his credit card spending.
Last Thursday, the school board announced to the public that it had decided to place Toulios on leave from his position.

The problem: The board cannot make any such decision without a public vote under the state's Open Meetings Act.
The board never even informed the public through a meeting agenda that it would take such a vote, another legal requirement.

When Patch emailed board members about the violation last week, no one responded.
Wednesday's vote appears to be an attempt to remedy the violation.
In 2023, the board for Hinsdale High School District 86 decided to suspend the superintendent. But it took the action behind closed doors and did not let the public know until the next day.
More than a week later, after Patch pointed out the seeming violation, the board voted in public on the suspension.
Patch filed a complaint with the attorney general's office about the original decision. A year later, the office found the board violated the open meetings law.
Also at Wednesday's Argo meeting, the board plans to vote on an interim superintendent. In last week's announcement, the board said it selected Principal Brandon Cotter for that role.
The board is also set to vote on hiring an auditor, which likely involves the questionable credit card spending.
