Child Exploitation Charges Filed Against Carol Stream Man

CAROL STREAM, IL — A Carol Stream man is accused of grooming and committing indecent solicitation of a 13-year-old girl.

Dil K. Rai, 29, of the 100 block of Elk Trail, was charged with indecent solicitation of a child - aggravated criminal sexual abuse, indecent solicitation of a child through the internet and grooming. in connection with an incident that took place in November 2024.

Police were contacted by a resident who reported that they saw Rai and the teen and witnessed "suspicious public behavior," according to a news release from the Carol Stream Police Department. According to prosecutors, the resident knew Rai and said the teen was not one of his relatives.

Charges were filed against Rai by the DuPage County State's Attorney's Office, following an investigation, the news release said.

“The Carol Stream Police Department commends the vigilance of the concerned citizen whose quick action allowed us to intervene and thoroughly investigate this disturbing incident,” Carol Stream Deputy Chief Brian Cluever said in a statement.
