3 Suspects Stole $105K In Fragrances From Annapolis Ulta Store: Police

Three suspects smashed glass cases to steal more than $190,000 in luxury fragrances from Ulta Beauty stores in MD and VA, police said.

ANNAPOLIS, MD — Armed with hammers to break into glass display cases at Ulta Beauty stores across Maryland and Northern Virginia, three suspects face multiple felony charges for stealing more than $190,000 in luxury fragrances in recent months, police said Friday.

Acting on the tip from Fairfax County Police in Virginia, Anne Arundel County Police officers arrested the three suspects outside Annapolis Harbour Center on Monday.

“I'm proud to say that the members of the Southern District, Platoon Team Three, were able to respond to Annapolis Mall,” Capt. Scott Macallair of the Anne Arundel County Police Department said at a news conference in Virginia on Friday. “As part of a coordinated effort, they located the vehicle, with the assistance of our air assets and our canine teams. They encountered the three suspects returning to their car, surprised them, and took them into custody without any incident.”

Officers recovered an estimated $105,000 in merchandise stolen from the Annapolis Harbour CenterUlta Beauty store, Macallair said.

Since last August, the suspects have stolen fragrances from Ulta Beauty stores in Fairfax County, the City of Fairfax, and Prince William County in Virginia, as well as stores in Anne Arundel and Montgomery counties in Maryland, according to Fairfax County Police.

“These criminals come in with masks, with gloves, armed with heavy-duty hammers and smash out these display cases before they take what they intended to take and make off,” Fairfax Police Chief Kevin Davis said Friday. “A lot of people are victimized by these types of crimes. It's not a property crime, it's not a victimless crime.”

On Monday, Fairfax County investigators used license plate technology to identify stolen vehicles used by the suspects. Anne Arundel County Police were notified that those vehicles had been detected leaving Fairfax County and entering Maryland.

From left, Rassaan Washington, 28, and Damari Cousar, 21, were arrested Monday on multiple felony charges. Police said they stole more than $105,000 in high-end fragrances from the Ulta store at Annapolis Harbour Center. A 17-year-old boy was also charged in the case.

The suspects are Damari Cousar, 21, and Rasaan Washington, 28, who are both from Washington, D.C., police said. The third suspect was identified as a 17-year-old boy.

Cousar was charged with armed robbery in connection to an incident in Montgomery County, Maryland. He was also charged with grand larceny in Prince William County, Virginia, and grand larceny with intent to sell, and conspiracy to commit larceny in Fairfax County. He is being held without bond at the Anne Arundel County - Jennifer Road Detention Center.

Washington was charged by Montgomery County Police with felony destruction, grand larceny and conspiracy to commit larceny and was served with several outstanding warrants for failure to appear. He is also being held without bond at the Jennifer Road Detention Center. Additional charges are pending, according to police.

The 17-year-old suspect, who police have not identified, was charged with rogue and vagabond, unlawful taking of a motor vehicle, and unlawful removal of a motor vehicle in Anne Arundel County.
