Annapolis Republican candidate Mike Pantelides was swarmed by the media Friday afternoon as he arrived at the city's former recreation center, where the final counting of votes started at noon to determine the winner of the mayoral race.
Minutes before the count was scheduled to be completed, Pantelides' camp was claiming a victory.
