Police: Serial Flasher Wore Dust Mask, Possibly Recorded Acts

New reports from police describe the lewd acts of a serial flasher in Annapolis.

New details released by police shed light on the graphic exploits of a serial flasher in Annapolis.

Police arrested Eddie Jenkins Jr., 20, of Annapolis. He is charged with more than 33 counts of indecent exposure, peeping Tom and third-degree burglary over a one-year period.

In numerous reports, witnesses a man who wore a white dust mask while masturbating outside victims' homes, holding a cell phone in his other hand—either recording the act or watching a video. 

In one incident in May, the suspect was discovered by a woman who lives alone, and when she screamed, he "casually walked away" according to the report. 

Police believe the suspect knocked on doors or windows in order to draw the victims within view of him.

In nearly every incident where the suspect was discovered, either police or the homeowner later found physical evidence at the scene.

Jenkins is currently being held at the Jennifer Road Detention Center on $140,000 bond, awaiting a Nov. 20 court date.
