Victim Killed After Prince George's Police Chase Identified: IID
A woman who was hit and killed by a vehicle fleeing police seconds after the police chase was called off has been identified.
CHILLUM, MD — The Independent Investigations Division of the Maryland Office of the Attorney General has identified the officer involved in a fatal pedestrian collision Feb. 28, as well as the person who died.
The decedent has been identified as 33-year-old Esmeralda Montoya-Perez of Riverdale.
The Hyattsville City Police Department officer involved has been identified as Private Carlos Flores, a 1-year veteran of the department with four years of prior service. Flores is assigned to the Patrol Services Division.
According to the Maryland Attorney General's Independent Investigations Division, Montoya-Perez was hit by a vehicle fleeing police shortly after 10:15 p.m. Feb. 28 when the Hyattsville police officer attempted to stop a Lincoln sedan in the 3300 block of East-West Highway in Chillum. Investigators said the driver initially stopped but later took off to try and elude police. The officer pursued the car for a short distance on westbound East-West Highway before calling off the pursuit as both cars were approaching the road's intersection with 23rd Avenue.

According to investigators, the driver of the sedan traveled through the intersection, sped onto the shoulder of the highway and hit a pedestrian on the side of the road. The driver was arrested and taken to an area hospital with non-life-threatening injuries. The pedestrian who was hit, Montoya-Perez, was pronounced dead at the scene.
