Authorities identified the driver as Arcenia D. Macklin, 48, of the 9000 block of Cherry Lane in Laurel.

Macklin allegedly refused medical treatment and was taken into custody, where she was later charged with driving under the influence and violating the "move over" law.

Moreno is a four-year veteran of the force and Cabrera a three-year veteran. Both are assigned to Barrack Q in College Park.

Moreno was previously struck by a vehicle in November during a police chase on I-495.
