Water Meters Will Continue to Be Replaced Across Howard County
Howard County officials, with the help of Vanguard Utility Service, plan to continue replacing water meters.
HOWARD COUNTY, MD — The county announced it will resume replacing water meters that are approaching the end of their use or have already failing. Nearly 49,000 water meters have been replaced to date with 23,000 meters left to go at no cost to residents.
Launched in the fall of 2019 with a goal of replacing all residential water meters in three years, delays caused by COVID-19 pandemic-related supply chain issues slowed the county's progress.
To complete the water meter replacement program in a timely manner, the county has contracted with Vanguard Utility Service for assistance. Most of the water meters are located indoors, so access to homes by appointment will be needed. Appointments should last no more than 20 to 30 minutes.

Residents will receive notification in the mail before meter installers arrive in their neighborhood. This notification will include contact information for Vanguard Utility Service so residents can schedule their water meter replacement appointment. Appointments are currently available Monday through Friday from 8 a.m. to 5 p.m. Saturday appointments will also be available, but on a first come, first-served basis.
Residents are asked to have someone 18 years or older present to let the technician in the house. Authorized Vanguard Utility Service technicians will be in uniform and have a Howard County government photo ID badge.
