What's the Story Behind the Pioneer Drive Pool?

I've lived in Severn for 15 months and do not know its history.

While driving down Pioneer Drive, I always notice the abandoned pool located less than a mile down the street after turning off of Reece Road.

It's a curious sight, one that I'm still trying to learn about, so I figured I'd ask those of you who have lived here the longest...
