Driver In Fatal Hit-And-Run Last Week Not Charged

Police said the cause of the crash is still under investigation

REISTERSTOWN, MD — The driver of the Chevrolet Malibu that struck and killed Williard Eugene Scram, 67, last Thursday at Hammershire and Reisterstown roads has been identified but will not be charged, Baltimore County Police said in a statement Monday.

Police said the decision to refrain from charging the driver was made in consultation with the State's Attorney's Office for Baltimore County. The cause of the crash remains under investigation.

On the day of the crash, Patch reported officials were alerted to a man yelling in the street at Hammershire and Reisterstown roads at 3:41 p.m. Within minutes, police reported another call came in about a person lying in the road at the same location.

Investigators are working to learn what happened in the two-minute window between the calls, as well as why the victim was lying in the road when he was struck by the Malibu, police said.

Officials said Scram had been lying next to the curb in the southbound lane of Hammershire Road when he was hit by the Malibu that continued driving south on Hammershire then west onto Reisterstown Road.
