Man Arrested For Sex Assaults At Rockville Recovery Houses
Steven Mitchell is accused of sexually assaulting women at Stepping Stones Recovery Houses, and detectives say there may be more victims.

ROCKVILLE, MD — A man associated with a Rockville addiction recovery center has been charged with allegedly sexually assaulting two women at the facilities, police said.
Steven G. Mitchell, 53, of Rockville was arrested Thursday for a July 7 incident.
He was previously arrested on July 13 for an assault that occurred on March 21, 2017.

Chris Shannon, CEO of Stepping Stones Recovery Houses, told Bethesda Magazine Mitchell had been a resident at the homes. He was discharged after Stepping Stones learned of the police investigation.
A police statement said the first sexual assault occurred at the Stepping Stones house at 602 First St. Mitchell is accused of luring a woman who was visiting a resident of the home into his room. He then allegedly pushed her down on the bed and sexually assaulted her, police said.

Over a year later, detectives were contacted by a second victim about an assault that happened at a Stepping Stones house at 208 Reading Terrace.
"The investigation revealed that the house manager called the suspect and asked for his help in evaluating an intoxicated resident," police said. "The suspect arrived and went into the victim’s room on two occasions that evening and sexually assaulted her each time."
Mitchell was arrested July 13 for the March 2017 assault after a DNA comparison, police said. He was charged with second-degree rape, fourth-degree sexual offense and second-degree assault.
On Thursday, Mitchell was charged with two counts of third-degree sexual offense, two counts of fourth-degree sexual contact without consent and four counts of second-degree rape for the July 7 incident.
Special Victims Investigations Division Detectives are concerned that there are other victims. Anyone who believes that they have been victimized by Mitchell is asked to call detectives at 240-773-5400.
