Man Recorded Girl In Mall Dressing Room, Police Say

After a man was investigated for recording a girl in a dressing room at a Bethesda mall, police found evidence he had sex with a dog.

ROCKVILLE, MD — After a Rockville man was investigated for recording a teenage girl in an Urban Outfitters dressing room at Westfield Montgomery mall, police said they found evidence on his cell phone of other offenses, including that he had sex with a small dog.

Javier Armando Pastran Morales, 32, was arrested by Montgomery County police on May 15 and charged with peeping Tom and visual surveillance in a private area. Those charges stemmed from the investigation into claims he recorded a girl inside a department store changing room on April 17.

Officers seized Pastran Morales’ cell phone during the arrest and obtained a search warrant to examine its contents.

A police news release said investigators found child sexual abuse material on the cell phone, as well as videos of Pastran Morales engaging in sexual activity with a small dog, and photographs they believe he produced.

Pastran Morales was arrested again on July 11, and charged with manufacturing child pornography, sex abuse of a minor, distribution of child pornography, aggravated cruelty to animals, and possession of child pornography.

Officials said he was taken to the Montgomery County Central Processing Unit, where he is being held without bond.

Detectives are concerned there may be additional victims and ask them to come forward.
