The trooper said he spotted the Jeep about three minutes later fully engulfed in flames in the grass area of the I-695 ramp to southbound I-83 in Timonium.

Police said the Jeep was trying to exit onto the ramp when it lost control for unknown reasons and hit an embankment then a tree before catching fire.

Medics pronounced the driver and the two passengers dead on the scene, authorities said.
