In this feature we are comparing Andover's parking fines and fees in fiscal 2010 with those in Lexington, Melrose, Reading and Winchester in fiscal 2010. Of the four communities Melrose and Winchester do not charge for parking in their downtowns, and throughout town, but do collect fines from violations related to timed parking spots.
