Massachusetts conflict of interest law prohibits appointed and elected municipal employees from acting in a way that "would cause a reasonable person to think that they would show favor toward someone or that she can be improperly influenced."Frias and Liu said they consulted with the committee's lawyer and the State Ethics Commission about their relationship.
