Two Charged with Heroin Use in Medical Facility Bathroom
The following information was supplied by the Brookline Police Department. Charges listed do not indicate a conviction.

A Brookline Police Officer was in the basement of the medical building office at 1180 Beacon Street at 5:50 p.m. on March 21, when he overheard two people arguing in a single restroom. The suspects had the water running, so the officer could only make out certain words, but a male and a female were arguing about how to “split” something up.
Based on this conversation and the fact that there is a nearby treatment facility for drug problems, the officer reportedly deduced that illegal drug activity was occurring. At this point, the officer called for backup.
After 20 minutes of monitoring the restroom, no one had exited and the faucet was still running. The officer knocked on the door and was told, “be right out.” Five to 10 minutes later, a male and a female emerged. The officer reported that the two appeared lethargic, as if they were under the influence of drugs.

The male, later identified as Michael Arruda, told officers that the couple went into the bathroom to have a private conversation for five minutes. The officer told the man that they had been in there for over 40 minutes. The officer conducted a pat and frisk.
The man had a Snapple cap in his right pocket, which had burn marks and a brown substance on the inside. The officer reported that the bottle cap had been used in a manner consistent with cooking Heroin.

The man also was in possession of a bottle of Suboxone and a driver’s license both with the name Annelise Hanlon on them, both of which belonged to the female party.
According to the police report, the woman first told officers that her name was “Gwendolyn Hadlock,” but she admitted that her name was Annelise Hanlon. Dispatch revealed that there was an active arrest warrant out for Hanlon out of Chelsea District Court for Larceny. The officer searched Hanlon and found a similar Snapple cap and a used hypodermic needle, which contained a small amount of substance that officers believed was Heroin. Officers took the bottle caps and the needle in as evidence.
Officers arrested Michael Arruda, 34, of 14 Unity Avenue, Revere, MA, and Annelise Hanlon, 25, of 12 Seamore Avenue, Scituate, MA, and charged them with possession of a Class A substance.
During the booking process, officers found pills wrapped in a plastic wrap on Hanlon. One of the pills was a Clonazepam, a Class C substance. Officers also found an unused hypodermic needle, a rubber tourniquet and another metal cap in Hanlon’s property.
During the booking process, officers found a bottle of Clonazepam on Arruda. Officers determined that he provided Hanlon with her pill. He was charged with distributing a Class C substance.
