Simon Cataldo would force anyone spending $1,000 or more to sway Town Meeting warrant articles to publicly disclose their donors and expenditures. Supporters say closing this “dark money” loophole will help residents across Massachusetts, including Concord, see who’s backing campaigns around zoning, housing, and other high‑stakes local decisions.
