3 Finalists for Framingham Health Director
Once hired, the new director will be the fourth in town since the spring of 2013.

The Town of Framingham announced three finalists for Director of Community Health.
The finalists are:
- Beverly Anderson - Health administrator in Sharon
- Michael Blanchard - Assistant Town Administrator in Milton
- Larry Ramdin - Health agent in Salem
The position was posted in June, after Interim Director of Public Health Roberto Santamaria voluntarily resigned in early May.

Santamaria was the third Framingham health director to leave since spring of 2013. The other two were:
- Ethan Mascoop, citing personal reasons, resigned in spring 2013.
- Steven Ward was hired in August 2013 but resigned in October 2014.
The positionβs salary range is $79,483 to $90,000.

Members of the Health Board, Town Manager Bob Halpin, and Human Resources Director Dolores Hamilton interviewed the three candidates on Thursday.
Halpin will make the final hiring decision.
The director is responsible for βdeveloping, planning, managing, evaluating and providing for the public health needs of the community.β
The Town of Framingham requested applicants have a βMasterβs Degree in Public Health, Nursing or related field; 7-10 years of progressively responsible experience in Public Health Administration and grant writing; supervisory experience; or any equivalent combination of education, training and experience. Certified Health Education Specialist and Certified Health Officer.β
The job description includes:
- Plans and administers community health service programs, including prioritizing, monitoring and evaluating the effectiveness and efficiency of programs, developing and implementing plans to improve services.
- Identifies and evaluates the need for new programs for prevention and control of health problems; recommends and coordinates operations to implement new programs or modify existing ones.
- Oversees the implementation of Community Health Assessments, Community Health Improvement Plan, Strategic Planning, and other deliverables, lead up to and including Accreditation.
- Collaborates with Town leadership in applicable community and departments on identifying gaps in community health services.
- Participates in a variety of meetings, committees etc. regarding community health.
- Coordinates regulatory analysis, educational outreach with regard to Hazardous waste sites, emergency response to natural and manmade disasters, and infectious/communicable disease outbreak investigation of an endemic and pandemic nature (e.g. Ebola, Measles, etcβ¦)
- Ensures proper expenditure of Departmental Budgets, including but not limited to, Grants, Tax Levy, Revolving, and Enterprise accounts.
- Coordinates public health programs in the community and acts as a public health liaison.
- Advises the Town Manager, Board of Health, and other town departments in all community/public health matters.
- Complies, processes, researches and analyzes community health data and other information to identify trends and support programs.
- Represents the Board of Health at interdepartmental town, regional, state and other forums/meeting
- Required to attend training seminars and workshops in order to maintain current knowledge of public health service practices and regulations as well as to maintain required certifications/licenses.
