Special Town Meeting April 28 is opened.

Article 1: Vote to raise the sum of $675,000 purchasing ”Snow Property” 12.5 acres at 95 Wayside inn Road for conservation purposes

Art Robert - Community and economic development director -- making the presentation -- this article is to make a modification to an article approved last fall Town Meeting. State requires the modifications in order to receive a grant.

There are technical issues with the presentation

Valued at $675,000

Town secured a grant of $400,000 from Commonwealth

It is a reimbursement grant so the Town must authorize to spend $675,000 but state will reimburse a maximum of $400,000 explained Robert

Reports by Committees - no more than 5 minutes each

Chair of Finance committee speaking -- 6-0-0 in favor

Harold Gellar - ways & means chair speaking -- 9-1-0 in favor

Standing Committee real property- Ned Price chair speaking - 11-0-1

Planning Board chair =- Christine Long speaking -- unanimous 5-0-0

***

Town Meeting discussion

Town Meeting member Kathy Vassar - Precinct 1 - rise to speak in favor of this

Open space is less costly than commercial or residential.

The grant can not be used for other properties.

Risk losing other grants by turning down this grant

Richard Barritz - 17 precinct -- speaking -- reimbursement grant? Article says we will not but the property if we don’t get this grant. Seems to be a Catch-22 for me. what is the story? How are we guaranteed we are only going to pay $275,000

Robert speaking -- reimbursement grant -- enjoy great confidence - as town and state have entered into a contract. When town demonstrates proof of purchase then we will be reimbursed.

Gerald Bloomfield -- rise in opposition. -- TMM1 speaking - there is no way into it except for wayside inn road.

I know we have a land bank - but should we anti up $275,000 for this property.

Curious here -- how many of you have walked that site?

Maybe 5-6 people walked that site says Bloomfield.

The people in the committees who voted this -- not sure they ever walked that site -- can’t go and spend money without having all the facts available to you. No specific site plan put up by the sponsor. Request site plan be presented to all of us now.

VOTE -- 2/3rd vote needed says moderator

Electronic vote to be taken -- hold

Joel Winnet motion to table the article as handout just put out and motion not on screen - hand vote - motion fails.

Robert showing a map pf the property on the screen.

Jeanne Bullock - precinct 5 -- it is zoned r4 - so must have 100 foot of frontage to be a legal lot. There are 3 legal lots we were told. Is the one property left have 100 foot of frontage.

Robert -- prepared to talk about the 12.5 acres in question

Point of order -- Bloomfield -- why was not the previous speaker allowed to finish

Moderator Mr. Bloomfield please take your seat

Barritz speaking -- what benefit does the town have for purchasing $275,000 if it is already conservation land?

Robert -- the land in question now is in private hands - it is now conservation lands. There is risk - that the property would be put to other uses.

Andrea Carr-Evans - TMM3 - rise to support this.

Dan Gittleson - TMM14 -- what was the vote the last time? Can it be built on if voted against this? ye sor no.

Robert speaking - The answer is yes.

Moderator -- it passed by 1 vote.

Town Manager Bob Halpin - Planning administrator checking on the lot.

Herb Chasan - TMM4 speaking -- rise to support this article. The Sudbury Valley Trustees support this, according to flyer on the handout table. Kind of a no brainer.

Amanda Loomis -- Planning Board administrator -- A&R plan approved for this project -- 227 feet of frontage. Lot that has the building has 100 feet of frontage.

Jim Rizzoli - TMM14 -- now that some of these point -- something kind of weird about this. Right now you can build on it.

Robert -- this transaction involves three parties. The party that will occur the 2 acres is not the one that controls the 12.5 acres.

Motion to move the question -- hand vote -- moved

Electronic vote -- 2/3rd vote needed

100-31-5 - Article passes
