Mayor Spicer Announces Board of License Commissioners Candidates

The first mayor of Framingham announced the Board of License Commissioners candidates.

FRAMINGHAM, MA—Following a complete review and evaluation, Mayor-Elect Yvonne M. Spicer recently announced the candidates for the Board of License Commissioners, according to an announcement.

The following is the list of candidates and information as announced by the Mayor's office:

  • Adam R. Barnosky, Esq. owns a legal practice specializing in alcoholic beverage licensing and regulatory compliance. Attorney Barnosky has nearly ten years of experience working with businesses throughout the Commonwealth, including restaurants, bars, package stores, breweries, hotels and other businesses operating that require some form of licensing.
  • Sara Mulkeen, MPA is currently employed with Framingham State University as the Manager of Digital Communications and Interactive Media. Sara has been a resident of Framingham for the past 12 years and is a former reporter for the Metrowest Daily News.
  • Tiel Doust Wadland has over five years of experience in the restaurant industry, managing seven restaurants with 150 employees. Tiel is currently employed as the Executive Chief Financial Officer for AVP, Basel Risk/Financial Regulatory Assurance at State Street Corporation.
  • Cesar Monzon, a former Framingham Selectmen and Information Specialist for the Office of the Census Bureau has been selected. Cesar has extensive knowledge of Massachusetts General Laws governing the licenses issued; and past experience and involvement making decisions granting and revocation of licenses
  • Joao Paulo Sakai de Freitas, who has been a business account representative with Comcast Corporation since 2009. Joao is a previous business owner and has past experience organizing events for the Brazilian community.

The qualifications are going to be discussed at the City Council meeting on Jan. 2.
