In an open letter to MBTA riders, General Manager Jonathan Davis thanked riders for turning out in numbers to public hearings in the last two months and said the MBTA would use their comments to construct a new plan to address budget issues. But long-term solutions will include fare hikes and service cuts, he wrote.
