Zoning and Licensing Appeals Reviewed at Monthly Zoning, Licensing and Construction Committee Meeting
The North End Waterfront Residents' Association's Zoning, Licensing and Construction Committee held their monthly meeting on Tuesday evening.
Β Owners of five North End properties went before the Zoning, Licensing and Construction Committee, laying out their plans for construction in apartment buildings and restaurants around the neighborhood. Β
The owners of 4 Foster Street have filed an appeal for a variance to the Zoning Code to change the occupancy of their basement into a multi-purpose residential room as part of their conversion of the multi-unit building to a one family home. βThe house had fallen into disrepair when we first purchased it,β owner Keith Burton said. βIt was owned by an absentee owner. Now we want to make a multi-purpose living room in the basement.β They will have to appeal to the Zoning Board because the basement exceeds the floor-to-area ratio.
Paul Barker, owner of Pauliβs at 65 Salem Street has applied to the Licensing Board for a C.V. 7-Day Malt and Wine License between the hours of 8 a.m. and 11 p.m. The North End Waterfront Residential Association allows 91 restaurants or bars to have a pouring license. There are 89 active pouring licenses in the North End, giving Pauliβs the green light to apply with the Licensing Board.

Kerri Platt, owner of The Wine Bottega at 341 Hanover Street has applied to the Licensing Board to remove the restrictions in the license, which prevent the sale of malt beverages. βWe want to be able to sell locally brewed beer,β Platt said. βWe are a destination for wine geeks and we want to be that for artisan and craft beers.β Platt told the Committee that she has a hearing with the Licensing Board on September 17.
The restaurant that was CafΓ© Graffitti at 64 Cross Street may turn into a take-out bakery/cafΓ© called Bread and Butter. Lee Napoli said that Bread and Butter would be a fast, casual cafΓ© to the tune of Flour Bakery with 25 seats. The plans for this cafΓ© do not include alcohol service.

The owner of 27 Clark Street has filed for variance to the Zoning Code to extend the living space of the first floor into the basement as well.Β
The North End Waterfront Residents' Associationβs Zoning, Licensing and Construction Committee will meet again next month to review new plans and revisit previously discussed applications.Β
