Christopher J. James, 23, 53 Winthrop St., Kingston, arrested on warrant charges including failing to stop for police, mistreating a police horse or dog, using a motor vehicle without authority, speeding, resisting arrest, and operating a motor vehicle with a suspended license on Court Street at 7:34 p.m.
