Quincy Makes History: New City Council Inaugurated at City Hall

In a packed gallery at the James R. McIntyre Government Center, the City of Quincy officially inaugurated its 2026-2027 City Council on Monday night. The ceremony, attended by Mayor Thomas P. Koch and various dignitaries, marked a historic milestone for the "City of Presidents" with a roster featuring two elected Asian members and five elected women.
The evening began at 6:00 PM as City Clerk Nicole L. Crispo called the program to order. The ceremony featured a presentation of colors by the North Quincy High School ROTC and a Salute to the Flag led by the Quincy Girl Scouts. Reverend Rebecca Froom of the United First Parish Church provided the invocation, setting a solemn and hopeful tone for the proceedings.
A Historic Leadership Team
After City Clerk Crispo administered the Oath of Office, the council moved to elect its leadership. Anne M. Mahoney was voted in as the new Council President. She is joined by fellow At-Large members Noel T. DiBona and first-time electee Ziqiang Susan Yuan.

These nine officials are now tasked with overseeing the city’s six wards and ensuring a high quality of service for Quincy’s population of over 100,000 residents.
Highlights of the Evening
The event was punctuated by a powerful address from State Auditor Diane DiZoglio, whose speech earned a rare standing ovation from the standing-room-only crowd.
Following the formal introductions, the gallery erupted in thunderous applause as the new council joined family and guests for photos. The event concluded with a benediction by Reverend Lori Bruni of the Houghs Neck Congregational Church and a reception in the lower level of Old City Hall.

Looking Toward the Future
Speaking after the ceremony, two-term Ward 2 Councilor Richard C. Ash shared his vision for the upcoming term.
“I am looking forward to a robust council term," Ash stated. "As always, I will continue advocating for my constituents with respect for the past, excitement for the present, and hope for the future of the City of Presidents.”
The successful evening was hosted by Mayor Thomas P. Koch, earning praise from long-time residents for a seamless and historic transition into the new legislative year.
