Man Arraigned In Lowell Hit-And-Run That Killed Pedestrian
A pedestrian was killed Sunday in a hit-and-run in Lowell, officials said.
LOWELL, MA — A Lowell man was arraigned Wednesday in connection with a fatal hit-and-run crash that occurred Sunday, officials said.
Soleap Nuon, 45, was arraigned in Lowell District Court "on the charge of leaving the scene of a motor vehicle crash causing death."
Nuon was held on $2,000 cash bail and ordered not to drive, according to a news release from Middlesex District Attorney Marian Ryan and Lowell Police Superintendent Kelly Richardson.

Around 7 p.m. Sunday, two men were reportedly crossing Dutton Street from Fletcher Street when the defendant, driving a Nissan Rogue inbound on Dutton, allegedly hit one of the pedestrians and left the scene, officials said.
Lowell police, firefighters and EMS responded to the scene and attempted to save the life of the victim, but he was pronounced dead after being taken to a hospital.

The victim's identity has not been released, pending positive identification by the medical examiner and next of kin notification.
Police found video footage and "several pieces of evidence from the suspect’s vehicle that were damaged during the collision, including a specific cover within the front bumper of the car consistent with a design feature from a Nissan Rogue," officials said.

Around noon Tuesday a Lowell police officer spotted a white Nissan Rogue with damage to the passenger side of the hood, headlight assembly and bumper in a gas station parking lot, according to the release.
"The officer approached the vehicle’s driver, Mr. Soleap Nuon, and learned that Mr. Noun had allegedly been in a collision on Sunday night in the downtown area," officials said. "Mr. Noun was subsequently transported to the Lowell Police Department and later placed under arrest without incident."
On Wednesday, the Registry of Motor Vehicles indefinitely suspended Noun's license with an Immediate Threat notification.
Lowell police and the Middlesex District Attorney's Office are investigating the case. The next court date is Nov. 11.
All people are considered innocent until proven guilty.
