Unlike some Massachusetts communities, the Waltham city government has no role in organizing Halloween festivities or regulating what hours children can go trick-or-treating, according to the mayor's office. Waltham's 911 dispatch center advised parents to use thier judgment.

"Parents are advised to use their own discretion and please be safe," the dispatch center Tweeted.Â
As of 7:30 p.m., 2,174 NStar customers were still withour power, totaling about 8 percent of the city, according to the company's outage map.
