Selectmen Preview: DPW Grievance Discussion
The Wayland Board of Selectmen will meet Monday at 7 p.m. in the Large Hearing Room at Wayland Town Building.

The Board of Selectmen will meet on Monday, April 22, 2013 in Wayland Town Building, beginning at 7:00 p.m. The meeting will be convened by senior Selectman Joe Nolan pending the election by a chair from among members of the board. After Nolan reviews the meeting agenda for the viewing public and makes any announcements, selectmen will hear public comment. Then, the election of chair and vice-chair will occur, followed by the bi-annual adoption of the guiding principles and code of conduct. The board will then review and approve the meeting schedule through June 2013 and consider the meeting schedule for the balance of calendar year 2013. Selectmen will briefly review the priorities and goals through September 2013 and discuss potential portfolio and liaison assignments through April 2014.
At 7:30 p.m., the selectmen will meet in joint session with the Personnel Board to hear a presentation by the Teamsters and AFSCME unions representing DPW employees concerning workplace safety and health concerns at the existing garage at 195 Main Street. At approximately 8 p.m., the board will discuss with representatives of the Permanent Municipal Building committee, Finance Committee and Board of Public Works how to address current conditions at the garage and to move forward for voter consideration a new DPW facility at a future town meeting.

Later, selectmen will discuss articles which failed to gain approval at the 2013 Annual Town Meeting and consider strategies to advance these matters for future consideration. Scheduled for preliminary discussion are the organizational structure to continue services now provided by Wayland Cares through a Federal grant, the structure for funding prior year OPEB contributions by fee-based program staff, and the process for modifying the dog control bylaw to conform with adopted changes in state law.
After selectmen consider the consent calendar and review correspondence, the board will hear the report of the town administrator, including a review of March 31, 2013, financial reports, an update on pending issues, and a review of upcoming meeting agenda topics. Before adjourning, selectmen will offer their own reports and concerns, as well as discussing whether to continue to hold office hours with citizens and to consider scheduling training for members of boards and committees in the Open Meeting Law.
