Selectmen Preview: Liquor License for The Local; Vote on Warrant Articles

The Board of Selectmen will meet on Wednesday, March 20, 2013 in Wayland Town Building. After Chairman John Bladon reviews the meeting agenda for the viewing public and makes any announcements, selectmen will sign and cause to have posted the Warrant for the 2013 Annual Town Meeting. Following the introductory items, public comment will be heard.
At 7:15 p.m., the board will conduct a public hearing to consider the on-premises all alcohol liquor license application of The Local, a restaurant scheduled to open in the Wayland Town Center this spring.
After the licensing hearing, selectmen will prepare for the Annual Town Meeting, including discussion on plans for the Warrant Hearing that will be held on Wednesday, March 27 at 7 p.m. The Board will hear about town meeting logistics and review the changes to the Moderator's rules.
Selectmen will consider a possible amendment to Article 11 - Reports to Town Meeting. The Finance Committee has recommended against approval of the proposal to shift preparation of reports on non-financial articles to the selectmen and zoning articles to the Planning Board, in part because of language that allows the selectmen to determine the assignment of articles. The amendment would assign to the Finance Committee responsibility for allocating articles among the three boards based on the issue involved.
The board will also begin voting their recommendations to citizens, starting with the standard articles and other non-controversial items. In all, the board will vote on 12 of the 24 articles. The remaining dozen articles will be considered either after the Warrant Hearing on March 27 or at a special meeting at 6:30 p.m. just prior to the opening session of Annual Town Meeting on Thursday, April 4.
Selectmen will consider the consent calendar and review correspondence, listen to the report of the town administrator, and offer general items of concern. Before adjourning, Selectmen will hold an executive session to consider potential litigation.
